Worked closely with now disgraced Alderman Danny Solis as the Vice Zoning Chair, then was tapped to replace Solis.
An unregistered illegal lobbyist said he’d “been working diligently with our Alderman,” James Cappleman, to illegally lobby the Mayor’s office and City Hall to consider an exemption for a friend’s business to pay below the minimum wage.
Voted in line with Rahm Emanuel around 95% of the time. He voted with Rahm 94% from 2011 to 2014, 97% from 2015 to 2016, and 93% from 2017 to 2018.
Received $20,000 from Rahm Emmanuel as a reward for his loyalty.
OPPOSITION TO AFFORDABLE HOUSING AND THE HOMELESS
Stopped the Salvation Army food truck from feeding the homeless in the 46th ward.
Displaced the homeless by ordering their removal by police without providing those displaced with housing.
Proposed a city ordinance that would shut down the city’s affordable Single Room Occupancy Hotels (SROS), many of which are located in the 46th ward.
Two other SROs, The Lorali and the The Darlington, are now potentially facing closure under Cappleman’s leadership.
Voted for a budget that closed half the city’s mental health clinics. As a result patients, “fell into severe depression, addiction, psychosis, incarceration and general crisis due to losing their clinics and/or therapists.”
